"Over the past two years ROK Construction Limited has been involved in three independent major civil engineering contracts for Jersey Gas Company at the LPG storage site at La Collette, St. Helier, Jersey. The contracts were all awarded separately following an independent assessment of their proposed Health and Safety and Methodology Plans, demonstration of their understanding of working on a hazardous installation site as well as tender price evaluation. The work was carried out over the period from August 2011 through to August 2013.Contract 1 involved the construction of a new workshop building at the site. This was a 12.5m x 6m steel clad building. Work involved locating and diverting existing services, providing new service connections for the building, construction of the concrete base and the supply, erection and fitting out of the new building. The new building was handed over to Jersey Gas several weeks before the scheduled completion date.Contract 2 was to carry out repairs to the civil structures protecting the LPG storage vessels on site. The Jersey Gas site at La Collette is a Top Tier Hazardous COMAH site with up to 1600 tonnes of LPG stored in nine storage vessels. There is also a continuous Gas Production Plant in operation as well as other potentially hazardous operations takings place within the site such as LPG road tanker filling and LPG discharge into storage. It was essential that work on this contract took into account all the possible hazards posed by unique site conditions.Contract 3 has been the largest and most complex and is now coming to a successful completion. In November 2012 Jersey Gas started the construction of a new gas production plant at La Collette. ROK Construction was appointed as the main contractor for all associated civil engineering work. The scope of work has been extensive and included construction of all new buildings, structures, excavations, buried pipe and cable ducts, as well as the procurement, operation and control of major items of plant and equipment. The civil engineering work is now almost complete and has been carried out efficiently and professionally throughout.All projects were managed personally by Robert Matthews, Managing Director of ROK Construction. He ensured that the work on the site was controlled in accordance with the strict site rules and that it complied at all times with the Jersey Gas Company's Health and Safety requirements and Permit to Work and Operational procedures. I found him to have an enthusiastic, helpful and professional approach at all times. He is always willing to offer ideas and solutions to resolve any problems as they arise and is able to deal with and adjust to frequently changing situations. He has also developed a good working relationship with all Jersey Gas operational site staff and other pipework and cable contractors.
