"Rok-Regal successfully passed the pre-qualification process and submitted their competitive Tender. Their submission was comprehensive and a most credible response.
Their 110 week programme was well thought through and demonstrated clearly that they could deliver this most challenging project to meet the clients required timeline.
The team from the new joint venture company made a strong presentation and were able to clearly demonstrate their understanding of the scheme. An articulate and clear strategy for the successful delivery of the new HQ was made by their Team.
Every two weeks, a whole team “technical meeting” took place in addition to the “monthly progress” meeting. This ensured that our Design Team were always up to speed with any difficulties, information requirements and problems during the build. Key sub-contractors would attend as necessary.
A comprehensive tracker to map all request for information, confirmations and instructions was used by the contractor.
In addition to these regular meetings Rok-Regal scheduled additional ones with the numerous specialist suppliers and sub-contractors. The Police representatives were always kept up to speed with the development and were able to input into the final design and configuration
The QS from Rok-Regal met regularly with Colin Smith Partnership to ensure all variations, Architects Instructions and confirmations were as current as possible. The contractor and Architect worked well together to ensure that the Architects Instructions were priced before issue as far as possible. This went a long way to being able to have a good predicted final account figure as the building progressed.
The end user requirements were very prescriptive and bespoke in many ways due to the nature of the building and what it had to deliver. Rok-Regal engaged well with the Police representatives on all aspects. There was good support with the coordination of the fit out elements also. This seemed to work very well.
The neighbours received early engagement and were sent a pre-start letter along with a programme. As key activities arose such as the Tower Crane delivery or a road closure, the neighbours were advised in advance. This was in addition to all the statutory requirements and notices required by the Transport Authority regarding the road.
Rok-Regal also had a good Construction Environmental Management Plan and were registered members of the Considerate Constructors Scheme. As such, they made a good effort to ensure that the site appeared neat, tidy and professional. This all went a long way to ensure a relationship with all of the neighbours was as good as could be expected.
Rok-Regal employed an external Health and Safety consultant who made regular visits, reviews and reports. The overall project was successful in ensuring all operatives had an awareness and worked in a safe, responsible manner.
The site management ensured that there were whole site team “toolbox talks” throughout. Any aspect that was lacking or required improvement was highlighted.
The Police HQ was a highly technical building to construct.
Access from the outset was challenging since the formation level was some 5m down and adjacent to the busy main road. This also meant that deliveries and cranage needed to be well organised.
The reinforced concrete frame was not a standard one and included some large complex pours and reinforcement patterns.
Rok-Regal deployed a really good formwork system for the slab soffit which was quick and safe to erect. This saved a lot of time.
The building was delivered as planned and slightly early at that. This reflects Rok-Regal’s detailed programming and whole team effort"
